Suppose the economist has developed a brilliant plan that will
greatly improve the efficiency of the U.S health care system, but
implementing that plan will require a great number of efforts and
considerable amount of time. The plan need to be drafted as a
policy and needs to be presented in the House of representative for
it's approval. Now the policy drafting process considers a lot of
constrainsts before drafting it the upcoming budget. The
constarints usually considerd are:
1) What benefit will the programm bring
2) What are the existing program that are similar to it
3) Cost implication of the project
4) Cost Benefit Analysis
5) Effect of implementing the plan on other existing plans
6) Acceptance rate of the plan
Once the plan is drafted as a policy, it is presented in the House
of Representative for it's approval and budget allocation in the
upcoming budget. It may happen that the ruling government had
already plan all it's budget for the policies that were promised
during their election manifesto. Hence this plan may or may not
make it to the national implementation.
