From day one, the Clinton administration had a clear foreign-policy aim of democratization — to help other nations become democratic and help to reinforce the newly democratic. The explanation for this was obvious. We saw democracy as a way of stability and greater international cooperation. The President himself said that democracy should not wage war on each other. In one of his campaign speeches during the 1992 election campaign, he pointed out that "Democratic countries do not go to war with each other. They do not sponsor terrorism or threaten each other with weapons of mass destruction.

This notion has become the Clinton administration's core foreign policy ideology shared by nearly all top officials. Foreign policy speech after speech reiterates the fundamental idea that democracy does not wage war against one another and underlines the cooperative essence of democracy.

They are giving economic aid, of course, but of no less significance they are helping to create sound constitutions and the rule of law; improving civil-military relations, in particular the subordination of the military to elected civilian authorities; strengthening and democratizing local governments; giving decision-making and decision-making and technical assistance, such as computers, to elected legislatures.

In addition, the United States House Committee on Foreign Affairs points out some of its jurisdictional objectives: 'export restrictions, including non-proliferation of nuclear technologies and nuclear hardware; steps to promote economic contact with foreign countries and safeguard American industry abroad; international product agreements; international education; and security of American citizens. U.S. foreign policy and international assistance has been the topic of much discussion, praise and criticism, both domestically and abroad.
