Hector sometimes seems very “wound up.” At those times, he seems full of energy, talks very rapidly, and makes very grandiose plans. (One time, he gave away all of his belongings and was planning to move to Washington, D.C., so he could advise the President.) At these times, he also seems to need almost no sleep. During other periods of time Hector seems very “down.” During these times he does not take care of himself. He seems to want to sleep all the time, and he often makes comments about wanting to commit suicide.

Explanation – Bipolar disorder is a type of mood disorder in which a patient can feel extreme level of mood swings. Sometimes a bipolar patient can feel extremely excited in other hand, after a period of time that patient can feel extremely down.
A bipolar patient can feel extremely happy and excited in other hand, she can also feel extreme level of depression for a period of time.
Here in the description, Hector seems much energized sometimes and in this period he loves to talk, wants to move Wanshington to give advise to the President. His excitement level is on the top in this period.
In other hand, he also becomes depressed and also seems low for another period of time. He also feels sleepiness. He is having extreme level of mood swings.
