Valence Bond theory describes the geometries of moleculaes in terms of the bonding orbitals used by the atoms in these molecules.

The hybridization in C2H4 is sp2 so there are 3 sp2 hybridized orbital per carbon

So there is 1 -bond formed between the two carbons and each carbon forms 2   -bond with hydrogen.

The two half-filled p orbitals on each carbon overlap to form the pi-bond.
