A child's bullying behavior is usually learned. It cannot be an innate characteristic of a person. No one is born a bully or a beast. The environment a child grows up in affects his or her behavior. For example, when a child is bullied by his sibling, he starts to believe that to be normal behavior. So he learns the bullying behavior from what he sees and experiences. Children learn behavior from friends at schools, from parents or siblings at home, and from people they meet regularly. They can imbibe good or bad traits depending on their surrounding environment. When a child grows up in an environment where people are bullied or treated disrespectfully, it influences his or her understanding of the right and wrong. So, yes, learned behavior definitely plays a role in bullying behavior.
