CO32- + H2O --------> HCO3- + OH-

      E              0.22-x                          +x             +x

                    Kb    = Kw/Ka2

                             = 1*10-14/4.8*10-11

                             = 2.1*10-4

               Kb    = [HCO3-][OH-]/[CO32-]

   2.1*10-4      = x*x/0.22-x

        2.1*10-4 *(0.22-x) = x2

             x   = 0.0067

     [OH-] = x = 0.0067M
