Newton's Second Law of Motion:-
"If the vector sum of all the forces acting on a particle is zero
then and only then the particle remains unaccelerated i.e. remains
at rest or moves with constant velocity."
If a particle is rotating with constant angular velocity and with zero angular acceleration.
Then the magnitude of the tangential acceleration is also zero.
but the radial acceleariton is given by

this states that the centrifuagal force is balanced by centripetal force thus the particle remains in equilbrium but the direcion of radial acceleration is continuously changing and when we talk about the equilibtium we condier vectors.
Therefore the vector sum of all the forces is not zero
Note:- The speed remains constant, the direction continuously changes and hence the velocity changes and there is an accleration during the motion.
Hence the given statement is ture,
