A recent study done by Betam puts forward the fact that from 1980 to 2018 total factor productivity in industry has increased by 123.2 % and by 58.3 and 56.4% in agriculture and construction respectively. Is it reasonable to devote almost half of investments to construction which has a share of 5-6% in Turkish economy?

A construction which consists of shares of about 5-6% is way too much as it is one of the major areas of earning for the country, so devoting half of the investment in an area on which large number of people depend is highly reasonable because it is going to be a backbone of a country and moreover it is also going to boost the economy as it consists of about 5% and a 5% share is alot , also from 1980-2018 the productivity has increased by 56.4% which proves that it is going to earn profit to the country and ultimately boost the economy.

For eg , a company named X is having most of the share of the country's economy ie around 4 -5%, so it must have a very big contribution in the economy ,thus if half of the investment is devoted here surely the economy is going to boost.
