1. The primary reason for the failure is problem of coordination which exists among the executive bodies to act in harmony towards achievement of the common purpose. There is a problem among the executive parties who are having different views and different problems in execution and hence they fail to mitigate the risk exists.
2. The ultimate goal is to rescue the local people residing in those communities. That is how to relocate the communication channels during those disaster and how to rescue the people living there. They need to re-locate them to some other safest places. Therefore, proper communication channels and infrastructure needs to be placing to be able to serve the purpose. When the disaster come, major problem arrive is to balance the communication channels which usually fail during such time.
