b.Farmers now had a legitimate reason to rebel---In 1794 thousands of farmers in Westrn Pennysilvania took up arms in opposition to the enforcement of a federal law calling for the imposition of an excise tax on distilled spirits.The goverment established excise tax in 1791 to help to reduces 54 million dollars national debt.A number of rebels were procecuted for treason in what were the first such legal proceding in U.S.

Two short-lived armed uprisings Shays Rebellion and Whiskeys Rebellion,took place just before and shortly after the creation of the federal constitution.Thefirst names after the nominal leader,Daniel Shays erupted in Western Massachusetts in 1786.ThenWhiskey Rebellion occured in Western Pennysilvania in 1794,neither uprising presented a serious threat but both raised troubling questions throughout the new U.S concerning the stability of republican goverment.

By 1791 the excise tax lay uncollected in Western Pennsylvania.The national debt was rising and respect for fedaral authority was waning. In October president Geoege Washington dispatched 15000 troops to quell resistance.Within a month most rebels had dispersed or left the state.

By extinguishing the Whiskey Rebellion, the U.S goverment withstood a formidable change to its sovergienty.Preceded by Shays rebellion in1786,as the opposition to burdonsome taxes.
