What are the rights and duties of the CPA? What obligation does the CPA have to a user of the document who did not pay for the report? What right does the client have to direct the work of the CPA? Is a client always owed the duty of confidentiality?

A CPA has obligations to maintain integrity and independence as well as professional secrecy.

A CPA should not charge any fees which are not reasonable. The charging of fees should be reasonable and the time used or required, the difficulty level, unusual services all should be considered before charging any fee.

The client should be informed about these costs along with all the necessary explanations and this should be done without delay.

The client has the right to ask CPA to work with integrity and maintain secrecy. But the the acceptance of CPA is required. The confidentiality and secrecy should be maintained by the client
