Protect the Natural Rights
Government's primary functions are to protect the fundamental human rights that include the right to life, liberty and property. The idea of natural rights is that every individual deserves to enjoy those rights. People are assumed to be born with these rights and not to be taken away from them without their consent.

Human connectivity's fundamental economic infrastructure falls into this category: the means of physical travel, such as roads, bridges and ports of all kinds, and increasingly the means of virtual travel, such as broadband. All of this infrastructure can be provided, and typically is initially, by private entrepreneurs who see an opportunity to build a road, say, and charge users a toll, but the capital needed is so big and the public benefit so obvious that the government ultimately takes over.
