‘‘Issue framing’’ is a way of conceptualizing the issues in negotiation. Public health challange is incredibily complex with lot of uncertainities about causes and the best approaches to solution.One of the challenges stakeholders in global public health negotiations face is how to focus media, public and policy-maker attention on a speci?c public health concern in a way that motivates action. Whether the issue is the threat posed by a new virus, or the marketing of unhealthy foods to children.
De?ning the issue in a compelling manner is a key ?rst step in any negotiating process which provides a ?eld of vision for the problem. Speaking about the domain of public health, effective issue framing involves partly a matter of technical analysis and interpretation for which Scienti?c evidence of a health risk is usually necessary .Issues should be described in a way that is morally compelling, taps into emotion, arouses a sense of urgency and making it clear that action can solve the problem.
Research led by two awardees of the Robert Wood Johnson Foundation Investigator Awards in Health Policy Research, Matthew C. Nisbet, PhD, MS, and Edward W. Maibach, PhD, MPH, stated that talking about the environmental consequences of climate change may not convince the unconvinced—while talking about the public health consequences might have a better chance. Keeping this in mind the policy makers and stakeholders comply with each others decision on addressing the needs maintaining standard protocol to events of the current concerns,even in producing scientific evidences.
