Promoter-proximal cis-acting sequences are located near the transcription initiation site and the promoter sequence (RNA polymerase-binding region). These sequences bind to transcription factors which in turn assist in the binding of RNA polymerase to promoter. These transcription factors are called proximal cis-elements.
