Some of these reasons are Police officers do not have the analytical skills required to analyze problems, There is too little involvement of communities, and communities do not cooperate and Police managers and supervisors do not know how to foster problem solving.
Police officers are not recruited based on their analytical skills but on their physical fitness and ability to work in hard conditions. They are not allowed to think and they always take orders from the top. They always follow protocol and never use their wit and wisdom.
Although community policing is becoming popular, people in different communities are of giving information about the criminals and crimes because they might become the target. Besides, people do not like to be surrounded by police officers as the fear about police is still present in the communities.
Police managers think it's the job of the police and that too the job of the people on top to think of law and order problem and others shouldn't involve. This has also made both the police officers at the low level and the public to keep themselves away from problems.
