A redox couple having lower potential acts as anode while the redox couple having higher potential acts as cathode in galvanic cell.

The standard reduction potential of SCE is +0.27 V and that of Pb electrode is -0.13 V. The negative value of EMF here indicates that Pb electrode here acts as cathode. Since calomel electrode is used under standard conditions, it need not be considered.
