The forensic psychologist should not be the primary hostage negotiator because of several reasons. In majority hostage cases, there will be demands made by the hostage-taker(s) by using the hostages as pawns. And if someone is going as a negotiator he should have relevant experience-oriented to the rescue missions. And he should be able to asses the danger and risk of the situation, make critical decisions like whether to continue the negotiation or to strike according to the situation etc. So a negotiator should be competent in all these things
Second thing is that the hostage-takers will that the negotiation teams think that he is crazy or mentally ill. That's why they bring a psychologist. Which will worsen the situation
Negotiation is not therapy. So generally, a psychologist is better as a consultant rather than a negotiator . They can be part of the negotiation team and give support to the team by monitoring the behaviour of team members and helping them to cope with stress, Developing negotiation strategy ( may require different approaches according to the personality of the hostage-taker), Observe participant and provide feedback on procedures, Obtain information useful in negotiation strategy (By interviewing the friends, family, co-workers of both the hostage-takers and hostages ) etc.
