(1) Considering your international business plan, how would you approach staffing in the host country. Would you consider staffing host-country nationals (expatriates) or home-country nationals (local managers and employees)? OR both? And why?

Question no. 1 Both. Top positions to be filled with employees from home country and other positions ( positions lower in hierarchy ) to be filled with host country employees. The reason for choosing staffing at global operations from home as well as from host country is because both have its unique benefits. Home country workers at top positions will ensure that entire culture of organisation is unified rather than diversified and sending employees abroad is an excellent way of developing managers into a competitive and knowledgeable cadre. Staffing from host country at lower level is inexpensive and will help in increasing market reach as they are fully aware of their country's environment.
Question no. 2 Yes. Because they will bring new values, beliefs, culture and might provide healthy competitive environment for host country employees. It is also cost effective to hire third country nationals as compared to hiring a home country employee.
