In United states both the president and congress have influence over the development and implementation of foreign policy..The constitution grant the president the power to make treaties and appoint ambassadors subject to the advice and consent of Senate .The president has the power to recognize foreign countries ,the president can make executive agreements with a foreign government.For examples some trade agreements are executive agreements rather than treaties and don't require Senate ratification.The department of state and secetary of state are responsible for president to manage foreign affairs.The powers of Congress in foreign policy matters .Congress is a legislative body and the laws it enacts can directly or indirectly influence foreign policy. The most important power is the power to appropriate money in other words in decide how much to spend .Congress can decide the budget for the funding of department of states diplomatic activities and embassies and which country should get the aid and how much aid is to be given.
