How does gene-specific translational (post translational) expression regulation differ from global post transcriptional gene expression regularion?

please include: what triggers on type of regulation verse the other, how the actual mechanism differ and does the presence or absense of a ligand affect the folding patten of that molecule?

please help I'm struggling to understand this

There are certain genes which are always in activated forms means they are continuously produces proteins. These gens are essential because the proteins that are produces by those genes are participates in various essential body physiology like digestion and respiration etc. And they are known as House-keeping genes expresse s in every cell types. These types of genes donot need any kind of inducer to induced their activities.

However, there are certain genes which are presents in every cells but only express in certain cell type. These types of genes are tissues or cell type specific genes and they only expresses wher there is activator or inducer for that genes.

The inducers are nothing but the chemical substances called ligands or activator or enhances. They actually interact with specific DNA by their DNA binding domains. After binding they interfer with either unfolding of DNA by Acetylation or demethylation or interact with basic transcriptional machinary or DNA polymerase.
