This is because home country has to take the responsibility of all its citizens and to provide them with employment, food and shelter. When these refugees and migrants are unable to fulfill their basic necessities in the home country then they migrate to another countries. The government of the home country should ensure that all these people are provided with food, shelter and basic minimum income and unemployment allowances in the short run by the government and in the long run, employment opportunities should be made available to these people. This will prevent migration of refugees to another countries.

It is seen that refugees and migrants migrate to the countries with which the home countries have better relations or they have colonized them. Though it is not mandatory for these nations to receive them but they have a responsibility and historical relationship with the destination country matters.

Yes, the advanced and prosperous nations should take the responsibility towards less well off nations. This is because some of the nations were exploited and colonized by these developed and prosperous nations in early times. For instance, the US provides aid and funds to various African nations where per capita income is low. They do not have an obligation but as a moral responsibility they should take steps for the welfare of these nations.
