What are the advantages of a taser over other use of force options? Does the public have the right to expect “safe” measures when resisting arrest? What are legitimate expectations in this regard?
The advantages of a taser over other use of force options are as follows:-
1). Taser does not have high potential of killing, but controls the attacker. Some deaths have been caused because of taser but they were results of mishandling of taser, while fire weapon have a much higher rate of killing.
2). Not only it has less potential of killing, it also causes just really minor injuries if caused unlike fire arms or other forces.
3). It can be used from some distance to incapacitate violent person so that police does not have to do close combats with them.
Yes the public does have the right to expect "safe" measures when resisting arrest. Public have fundamental right to life and that should not be hindered unless they are guilty of serious crimes according to the legality or lethal threat to rest of the public, they have the right to be safe and sound and that should be protected by the law.
