It can be the last one.The teacher's responsibility can not be based on student's performance only as students can come from varied backgrounds, nor schools theselves can measure their own performance. Hence it is necessary to hire external agencies to measure their performance. I remember in my school , there used to be audit of govt or one of the famous school assessment programmes.

By the externally developed assessment measures extensive training or field testing prove good measures. Since externally developed measures are not biased, they would carry all aspected of development such as teaching, knowledge, level of student, education of teacher, school environement, chances given to teachers, management of school. All these factors would measure teacher's performance. By externally developed assessmet teachers can know their strengths and drawbacks very well, extensive field testing and evaluation also gives good brain storming.
