Cross sectional research design is an observational research design wherein you observe individuals from various groups and make a comparison at a single point in time. Example: finding out the prevalence of cancer among smokers and nonsmokers. Therefore it is not a cross sectional study

Retrospective case-control is a design wherein you compare patients that have a disease or outcome of interest with individuals who do not have the disease nor the outcome of interest. You try to identify whether an exposure of a risk factor is present in each group in order to find an association between the risk factor and the disease thus the present study is not a Retrospective case-control study
