No, moderate use of alcohol is not okay. Scientifically, even if alcohol is moderately consumed on a regular basis it affects your central nervous system (brain) and makes you alcohol addicted.

Is it ever okay to get drunk? If so, how often?

It is okay if you ever drink. It could be due to some party, feast or celebrations which are not regular.

What about binge drinking—is it a dangerous practice? Harmless fun? Is it up to the individual?

Scientifically,binge drinking is not a harmless fun. You can still do it as it is up to individual. But mind that it is a dangerous practice because it leads to some very serious situations such as many health problems, including the following: Unintentional injuries such as car crashes, falls, burns, and alcohol poisoning. Violence including homicide, suicide, intimate partner violence, and sexual assault.

Do you think alcoholism is a disease?

Yes, alcoholism is a disease because it makes you additcted, lead to serious health and mental issues. Even American College of Physicians, the US National Institutes for Health and the World Health Organisation classify alcoholism as a disease.
