Medium term expenditure Framework is basically a government medium term schools based on development projects in the implication under the budgetary concern in the current physical environment and it involve the public scrutiny and the refinement.
In the zambian context it is applied according to the section wise where the analysis based on the category of deficits and the expected return which can be implemented according to the pre-assigned policies of the government budget which is regulated under the control of financial authorities and government with the help of the public authorities in the concern related to pre fix assignments of public expenditure projects.
The effect of adopting medium term expenditure Framework as an Expenditure Management framework is to provide an official settlement and public scrutiny program for or the implementation of development goals and to study the expenditures criteria for sectional divisional development.
