There is a thin line between substance use and abuse. When drugs are being taken in an amount which can be harmful for individuals then it falls under the category of substance abuse. Various regulatory bodies try to avoid spread of substance abuse in societies.

They do so by forming various rules and regulations. They design new policies in order to implement effective strategies. One such policy is "National Drug Control Policy". This policy favors the incidents of sending someone to treatment rather than sending him/her to prison.

Agencies also keep watch on the fact that substance use should not change into a state of dependency because in next stage it will turn into substance abuse. Drug rehabilitation treatment are also being favored in order to reduce the cases of substance abuse.

Government also separates non violent drug offenders from violent drug offenders so that appropriate treatment can be provided to appropriate person. Legalization and decriminalization of drugs are also being done from time to time after making proper assessments.

A progressive approach is being adopted through which addiction is being considered as a treatable condition. Various sessions are also being organized so that people may show increased mental strength in order to avoid substance abuse.
