This message I would like to draft is about the concern of the CEO to his employees working in a financial bank project to implement some changes relating to both culturally and development of the product. It would go like this:
This is to inform all of the employees who are currently working towards the achievement of the Financial Bank Project that due to this unfortunate epidemic that has occurred all around the world, we have to bring in action some immediate changes in the operational activities of the project.

As Banking sectors are fully operating and your project is one of the critical need of the hour, you'll be provided with your essential resources and systems at your address by our transportation facility. The work will go just like it was and the communication procedures would be followed via the telecommunication and the internet services. To maintain the team work and the essential discussions about the project, the meetings would once in every working day to have a collective feedback and exchange of information regarding the important data. All the other essential details would be shared with you at your official email address.
