natural disasters can cost billions of dollars and thousands of human lives. Do you think it wise or sensible for humans to continue to rebuild in areas that are constantly destroyed ?
As the human population grows so does the need for more land to settle down. Many such places are areas where natural disasters occur the most and therefore, very risky to build the human settlement there. And now with climate change becoming worsen, the question as to whether is it wise or sensible to rebuild the disaster struck places.
However, even after knowing such dangers, we still go back and rebuild what has been destroyed before.
The human instinct to survive and the advancing technology can be considered as two of the reasons why humans continue to persist like this.
For example, most of the coastal reasons are always in imminent danger of being struck with natural disasters. But even after it has taken place, they still go back to rebuild their dwellings again and again.
With the population growth, the habitable land for settlement is also getting reduced. With no option left, they can't abandon their place that easily.
In my opinion, risky areas should be categorized according to disaster level. And as our technology and methods are advancing year by year, humans are also becoming stronger and are able to recover from disasters in the short time frame with minimum damage.
One can't just go ask the people living in those zones to go somewhere else. Instead, prevention and recovery methods should become the focal point for the government and the people of that area.
Although if nothing can be done to safeguard that place then extreme measures need to be taken. Such as shifting the entire population, sealing off the entire area, researching the prevention methods, and other such things. Life is more important.
