Both are equally important for the security aspect.

Local User account contains some of the security principles which could secure and manage access to certain resources on an individual basis or standalone or member server or that of the users. Example: On Facebook, every individual can manage their own security feature for their web pages.

Whereas the limited user accessibility would depend on availability, understandability, robustness, and operability,

Hence the administrator is granted full access, while a guest user is given with the least access.

So Local Administrator could be on an individual basis or group while the limited user accessibility is preplanned by the organization with regards to the type of work or designation and provided with limited access.
