"Civilianization" is recruiting
civilians or non-sworn (non-trained) personnels for administrative
and clerical jobs in Police department.
The advantages of civilianization
are:
- Civilianization helps to free up
trained police personnels or the sworn officers for special duties
that requires their critical attention in the police department and
society.
- It helps to recruit civilians who
have greater expertise in the field of administrative and office
works.
- Recruiting civilians are more
economical than recruiting sworn officers for these purposes.
Disadvantages of civilianization
are
- Causes tension between the
civilians or non-sworn personnels and sworn officials. As both of
them consider themselves to be more efficient than the other and
also, tension is also caused due the difference in payment
structure of both.
- Lack of cooperation can be observed
between the two, that may effect the working of police
department.
- Barriers due to perception about
the skills and training between the two, that may adversely effect
the efficiency of the department.
