How would you ensure the greatest amount of success in literacy development by 9th grade for all students, including English Language Learners?

One of the most important elements is interest which should be given serious consideration as the schools and the entire academic set-up give more importance on mathematics and linguistic ability of the students while ignoring other inherent talents and interests. Second most important factors that would not only determine academic success, but also in life is motivation. Children especially, of they are motivated in the right path would perform well despite all the hardships they face. Last but not least, the should be a conducive environment which would limit the technological and social distractions will boost their chances of success.
As for as language is concerned, it needs to have an environment where the children will be able to immerse themselves in practicing their language. This environment should also facilitate not just the materials and methodology but also the much needed human intervention to correct and motivate children to stay in the course. Some of the economical and social issues such as race, ethnicity and religion based comments and bullying should also be prevented in order for the children to progress with a healthy mind and positivity.
