No, such recruitment strategies are not successful because the introduction of new workers needs the approval of so many people that it will be delayed because all the higher officials, such as the Vice President, the Chief Financial Officer, are often busy with their jobs, sometimes moving from place to place because of their job, so that the decision will be delayed which in turn will postpone the jobs for which they are working.
These recruitment practices may trigger job delays. Also when the company is in desperate need to recruit staff they are unable to do so because of the company's collection of rules of this nature.
