A country is made up of different systems, different people, culture, language etc. In order for a country to organize it better, it needs smaller units just like the small units of family together make up the bigger unit society. The governing process starts with the county, town, municipality, state and finally the country as a whole. It’s the smaller governing units that send their representatives to the bigger units such as the state representatives make up the national governing unit.

So, it would be very unlikely that the local governments will do something which the national government failed to do because it’s the central government that holds important decision making sources such as finance, security and infrastructure. Besides, people who sit in the offices of the local government belong to the same political party as the national leaders, so they would listen to whatever they tell them to do. The local government, however can take certain issues to the national government but it has to do whatever the national government guides it to do.
