Why are local governments subordinate to the state government in
which they reside?
Local governments are legally subordinate to councils, but some legislative and political authority, if not absolute authority, is retained and maintained.
In this nation, persons are the primary source of control, and communities wield their control closest to the people. Local governments are elected bottom-up initiatives, unlike the top-down, bureaucratic bodies higher up up the political food chain. In this way, communities and states are helping to withdraw power from the federal government and prevent power from being more centralised in Washington, or at least that's how it should operate.
