A ) strengths of federalist 51
1) Dependency and encroachment
Madison's key point is that the members of each department should have as little dependence as possible on the members of the other departments, and to stay independent, their own department must not encroach on the others
2) Usurpations and security
The government is guarded against usurpations because it is divided into distinct and separate departments
3) Factions
Madison discusses at great length the issue of political factions and their ability to allow the oppression of the minority opinion by the majority. He recognizes that factions will always be present and that the only way to counteract the effects of factions is to either have a "community will" or to have a greater diversity of interest groups so that no singular faction can become the majority.
B) Weakness of federalist 51
1) Madison didn’t understand the zero sum nature of politics. Once any two factions made common cause, every other would seek a similar alliance.
2) Duel factions would turn into tri-factions, and on and on, until you were left with two political parties fighting it out, each composed of factions willing to compromise their particular interests and get part of a loaf rather than be left alone, hungry, and without a crumb.
3) Make property rights so paramount that they ignore the people inside the machinery and you’ll have a totalitarian state that however well-ordered isn’t anyplace anyone would want to live
