Bureaucracy:
Bureaucracy is administratively organizing large numbers of people who need to work togother.
eg: Civil service officials
* Four main functions of Bureaucracy
1.Public administration
2.Policy implimentation
3.Regulation
4.Advisory function
*Public administration:
Today ,a government has to do a lot of work regarding public welfare .so the government formulates policies on the basis of the inputs provided by the respective goverment ministers.Bureacrats being repository of institutional knowledge along with their experience serve as guides to their repective ministers in formulating these policies. Example: Municipal budjet director,human resources administrator
*Policy implimentation:
Policy is set by the legislative body through law, or by the exicutive through directive or orders. Those legislative documents may be stated in terms that have to be refined in more detailed regulations.For implimenting these policy,the bureaucracy devises strategies and procedures and ensures that policy effectively achieved.Example:Social security administration,Internal revenew service
* Regulation:
The bureaucracy makes regulations through administrative process called rule making.This rule may be federal or state program.example: collecting fees,issueing permit
* Advisory functions:
Bureacrts advise the political exicutive.The government receive all the information and advice regarding the functioning of their respective departments from the civil servants Example:Financial adviser,Business adviser
The federal bureaucracy grow over the years.because more services and other things being offered to the people have incresed so the management of such services must grow with it to allow for more effective exicution of these services ,thus the federal bureaucracy must increse. The buresucracy was growing rapidly as new demands were paced on government.Now the government duties are expanded and government concentrate on welfare of the people.
