Why is it important to measure corruption and why is it hard to measure?

The awareness of one's own rights, coupled with a positive sense of value- assertiveness really comes to help. It reduces the amount of corruption. The amount of corruption is greater when there is an erosion of the value system. People need to be conscientious about their rights , to begin with. Proper education creates awareness.

Education must be so focused as to combat corruption. People must be aware of their rights and duties. No one can have rights without duties. The realization that everybody has his duties and not just rights done is the first step to a corruption-free society. A well-trained, well-equipped and responsible law enforcement agency is imperative. Proper implementation of the existing laws and the enactments of new laws will effectively combat corruption. Assertiveness on the part of the general public should be there to combat this social evil. Everybody must be equal before law. The need for the role of an impartial and independent judiciary cannot be over emphasized. Religious leaders and political leaders must not be allowed to misuse the loopholes of laws. They are citizens first and they enjoy no special privileges before law. It is said that the worst hell is reserved for the indifferent lot. What is required to fight corruption is a strong will, value- based and proactive steps with the conviction that corruption will bring total chaos, unless checked efficiently.

But measuring corruption still remains as a question! In fact, corruption should be measured, because it is the indicator of a society's wellness as well as the reliability of the Government. People cannot tolerate a bribe or corrupt government. Governments ought to build up a sense of security and pride in the minds of the citizens, only such a government can live last.
