Does being in control always mean that a process is producing few defective items?
According to me, it totally depends on the implemented control system in an organization. All that matters is the evaluation system conducted after the control system has got implemented. The more reliable the evaluation, the less defective items could be found.
Elaboration on the answer:
A good control system would also possess the qualities like accuracy, effectiveness, efficiency, timeliness, and reliability. All control systems would evaluate all the processes, identify all the areas of weakness or concern and then take corrective measures to rectify it. All organizations that implement a reliable control system would undergo these steps. But what makes the difference regarding producing few defective items as a result of a good control system is based on the evaluation process or a control audit taking place after the implementation of the control system. That is, after correcting the mistakes, there should be a thorough evaluation to check the result of the already implemented control system.
Various evaluation techniques like checklist method, flow chart method, process evaluation, product evaluation can all be adopted for checking the reliability of the control system . The stricter the evaluation, the less defective items would be produced. That is, if during an evaluation, some mistakes still have been found regarding more number of defective items, various strict actions should be taken against the auditors and other staff members responsible for it. This could make them not repeat the same mistake fearing the upcoming evaluation system that could happen all of a sudden.
Therefore we can say that a control system along with a very frequent and strict evaluation system could produce less defective items.
Hence the answer.
