Farm labor advocates often don't get consensus and approval from the governments as governments consider their situation to be of less importance because it doesn't necessarily drive the economy. Their pleas are not addressed on timely manner which leads to growing discontent and further burden because of the crisis and migrant workers plowing their lands. The guidelines are often not clear which increases the risk. Even though agriculture is an essential activity its workers face hardships as there is not much support for farm labor advocates to get laws on labour protection and working conditions.

Because of this discrepancy there are less chances of laws being passed as there is no certain majority and several political systems follow bi partisan solutions to address the shortcomings by giving completely different solutions which don't address the complete problem.
