QUESTION 2: SPATIAL PLANNING AND LAND USE MANAGEMENT Discuss the logic of the four types of Spatial Development Frameworks provided for in the Spatial Planning and Land Use Management Act and indicate the scale and purpose of each of these plans.
The Spatial Planning and Land Use Management Act discusses about four types of Spatial Development frameworks like below:
1) National Spatial Development Framework
2) Provincial Spatial Development Framework
3) Regional Spatial Development Framework
4) Municipal Spatial Development Framework
The idea of setting up the above was so that frameworks could include the national, regional and provincial spheres of the government and each municipality. The national government, provincial government and a municipality must participate in the spatial planning and land use management processes that impact on each other to ensure that plans and programmes are coordinated, consistent and in harmony with each other.

Purposes of the different Frameworks.
1) National Spatial Development Framework. This framework must
a) Coordinate and integrate provincial and municipal spatial development frameworks
b) Enhance spatial coordination of land development and land use management at the national level
c) Indicate desired plans of land use in the Republic
d) clearly mention of any Environmental Management instrument adopted by the relevant Environmental Management Authority
2) Provincial Spatial Development Framework. This framework must
a) Provide a spatial representation of land development policies, strategies and objectives within the province
b) Indicate the desired and intended pattern of land use development within thep ovince
c) Coordinate and integrate the spatial expression of the sectoral plans of the provincial departments
d) Incorporate any spatial aspects of relevant national development agencies
3) Regional Spatial Development Framework. This framework must
a) Reflect the current state of affairs in that area from a spatial and land use perspective of the region
b) Indicate desired plans of land use wthin the Region.
c) provide basic guidelines for spatial planning, land development and land use management in that region.
d) propose how the framework is going to be funded
e) comply with environmental legislation.
4) Municipal Spatial Development Framework. This framework must
a) Include population growth estimates for next five years
b) Include estimates of land use demand fo housing across different socio economic categories and the planned location and density for future housing
c) include estimates of economic activity and employment trends and locations in the municipal area for the next five years.
d) provide the spatial epression of the coordination, alignment, and integration of sectoral policies of all municipal departments.
