No I don't think so that by implemeting national language more people would speak English. We see in Germany, korea, france etc english is used only for the business terms, whereas many people do not know english. In supermarkets of Germany english and german is used, soley english is not used. The more you emphasize on the national language, the national language would be used within the country. This is now the drive in India, many people speak english more compared to their national language, today's youth is converting many terms into national language. it is not beleived that people who speak national langauage have low status compared to people who speak english.

National language can be enforced by bringing it into practise by media and other general things. More awareness should be made of using national language by news paper over to using english language. This can be used along with national language But the language is soul of any country and it should not be forgotten.
