If I have 2.5mL of KCl and 3 mL of water.

Defination of solvent: A solvent is a medium or substance in which another substance (called solute) is dissolved and prepare a homogeneous mixture. e.g water, methanol, acetone, etc.
In solution, solvent is excess amount than the solute.
Defination of solute: A solute is a substance which is dissolved in another medium or substance. It is dissolved by association or dissociation or some polar or hydrogen bonding interaction with the solvent. e.g., sugar, KCl, NaCl etc.
Solution = solute + solvent
Here We have 2.5 mL KCl and 3 mL Water
So 3mL water is a pure solvent that can dissolve KCl.
On the other hand, KCl is a solid substance, it can dissolve in water. so it is solute. Here you have 2.5 mL KCl, which means it is itself a solution.
If you mixed 2.5 ml KCl with 3 mL water and prepare a solution then 2.5 mL KCl will be solute (which is less amount) and water will be solvent (which is excess amount).
