Welfare Reform - what are your thoughts about what is proposed below 3?

  1. Nearly fifty years ago, a bit controversial lefty, Daniel Patrick Moynihan who worked for a bit right, the bit left President Richard Nixon, proposed that the much simpler system of income security be adopted.
  1. The argument at the time was that if the entire budget of income security programs were directly given to the poor, they would then not be poor but rather middle class. Their logic was that much of the budget for poverty programs did not go to the lower class but much to the upper-class bureaucracy maintaining and regulating these various programs.
  1. What if we had a new system that sold the buildings, retrained the bureaucrats, and ends the process of good people waiting in line to get help.
  1. Keep Social Security but end virtually all income security programs and replace them with a computer somewhere in the Social Security department or perhaps the Internal Revenue. The computer would track households by social security number and perhaps some connection with the IRS to know how many dependents per household.
  1. If a working household is having some bad months for adequate income, the computer simply sends them a check dependent upon the number of workers and the number of dependents.
  1. No job in a household, the computer also sends them a check again depending on the number of dependents. The size of the check, perhaps what we are currently paying people on supplemental Social Security. Currently, roughly five percent of potential workers are currently on SSI.
  1. Working students going to school, larger check.

At first this proposal seams to be very good as everyone would be having money and no one would be poor. Money in the form of checks would be received by the peoples depending upon their family size.

But is this way of helping this correct. No. Although there are some drawbacks in the old system that the upper class bureaucrats have the power of bending the various schemes of social welfare towards themselves rather than the poor peoples.

The new system is inappropriate because the peoples would not try to find job if they are give income/money without doing any work. The number of unemployed persons would get decreased. Those who are doing the jobs would get anxiety and also leave their jobs after seeing that the poor persons are getting money without any work from their incomes. They feel that why to work if we are getting money without doing any job.

This will affects the economy and GDP of the nation because the efficiency or will of the peoples to do the job will decrease.

So the Old system is better than the new one proposed. We can improve the old system by making some modifications in the old system. These modifications can be the presence of both upper class and lower class peoples in the social welfare organisation, or a central organisation can be made that keeps an eye on the working of these social welfare organisations.
