Vinyl when burned in a waste incinerator may produce highly toxic dioxins. When relatively new, PVC can also release some of its additives in gaseous form, so is generally not recommended in highly confined spaces. Plasticizers like DINP (Diisononyl phthalate) is by far the most common phthalate used in the production of toys. toys and baby products containing DINP were doubtedly to pose a risk for infants and newborns following inhalation, skin contact, and ingestion. DEHP a phthalate used to soften PVC plastics can leach from vinyl materials and vinyl chloride (monomer for PVC) may cause liver and brain cancer. Still there is a debating situation for PVC as a controversial plastic, NIH and European organizations are in actively trying to find the real things through research.

In view of above facts and assumptions we can say "vinyl" is a controversial plastic!
