Is it ethical for the nurse to shift from “patient-centered care” to emphasizing the “public good” during a crisis? Why
In order to serve a larger community during a crisis it is appropriate to shift from patient centered care to emphasize public good .
Because during a crisis it's not practical to be greatly focused on patient centered care but one has to look after a large number people too .
It doesn't mean that patient is ignored but it means amount of time being with a patient would be less .

In a crisis, PPE is being used differently from manufacturers’ recommendation. Does the nurse have the right to refuse an assignment if they believe that the PPE may be inadequate because it may be used in an unsafe manner?
Yes nurse have every rights to ensure her safety while choosing protective clothings because failure in proper practices can lead both nurse and patient in to sickness associated with cross infections.
