Intelligence is basically how one can acquire knowledge and skills and apply them appropriately for problem solving, decision making and such cognitive processes. IQ scores can be relevant in finding to which category one belongs to, from mild to moderate or profound intelligence levels. But its not appreciable to label someone based on their IQ scores. Because these scores can be dependable on the state at which the participant took the test.
Intelligent brains differ in certain areas associated with intelligence. There may be size difference or number of cells differing in those areas. Genetic makeup can also differ in intelligent brains
Heridity and environment can affect intelligence. This is explained by twin studies and adoption studies in various parts of the world. How one experiences and oerceives environment affect there brain structures in learning and memory along with their genetic factors. Intelligence can be a hereditory factor as well. In this sense both are important.
Intellectual disabilities also can due to genetic factors like.in the cases of mental retardation or autism. There may be other factors like lack of nutrition.
