Alex is a rice farmer in the Mississippi Delta. He uses levees to hold the irrigation water in his flooded rice fields, as is typical of that crap. He is concerned that by cutting the levees to drain the fields he is discharging pollutants into navigable waters and is in violation of the clean water act. He comes to you for advice. What do you tell him in regards to whether it is navigable waters and whether it is a violation of the clean water act.

First of all , the clean water act ( CWA) is a way of establisging the structure for the regulating discharge of the polutants in to the surface of water in the US .It basically reguklates the standards for the surface water .According to the Clean water act , it is unlawful to discharge any of the pollutant from any source even point source into the navigable waterways until and unless the permission is given.This permit is National pollution Dischagre Eliminating system ( NPDES ) which program the control discharge .I will advise Alex that the irrigation water is a navigable water and it will not create violation clean water act and he do not need the NPDES permit because the man made ditches , septic tank which do not release the surface water directly into the navigable water can be discharge and it will not violate the Clean water act ,
