According to the group development model, the following set of issues need to be addressed as part of a group's authority issues:
Identifying the leader that is who is in charge, management of power and influence by the team and/ or organisation leaders , and the chain of command or who has the right to tell whom to do what.
Authority issues within organisations also require deliberation on team-oriented work environment that calls for empowerment of the team members and collaboration among the different skilled members and departments.
In addition, there are specific issues associated with each of the stage of group development. For instance:
Dependence on guidance and direction is the defining characteristic in the forming stage of group development. It is important that the team members feel they are a part of the team for further progression in group development to occur.
Moreover, the group leader(s) need to adopt a coaching style to meet team challenges at the storming stage of group development.
Finally, during the performing stage of group development, the leader's role primarily shifts towards being one of recognition of the group's achievements.
