Development is a continuous improvement process that relates to how an individual or an organization develops its skills, experience and attains a greater degree of understanding by engaging constantly in endeavors that promote exposure to this type of stimuli. Development is nonspecific in context and occurs over a wider area of consideration.

The challenges facing development can be considered on the basis of the fact that in order to grow and learn from a situation, the considerations need to be placed on the presence of factors that cause the shift to occur. For example, individuals learn by being faced with a challenge that forces them to be creative and think outside the box. It also means that they might need to learn a newer skill set in order to truly progress with the consideration of performance. In this context, the only real challenge is the fact that these stimuli need to be present constantly in order for development to occur. Once an individual reaches a level of competency with a particular challenge, be it at their current position or even in life, unless a newer, more significant, and more diverse and variable challenge is given, the process of development does not occur. We also have to consider the fact that the time horizon matters.

Training on the other hand has more direct and simplistic concerns. It focuses on the short term horizon, depicting the skills that the individual needs to perform the task in front of them, either more efficiently or with a greater degree of consideration.
This means that training is highly skill and goal specific and usually finishes as soon as the objective is achieved.

The challenges with training often include getting the individuals into a learning environment, it also requires an individual that is tasked with conducting the training, whether it be from within the organization or an external contractor. The considerations would also usually involve some requirement for capital that needs to be spent in order to acquire this training, although there are some forms of training, specifically on the job training that have allowed for organizations to teach their employees while still being able to maintain their productivity and function.
